An enrollment marketing agency is a firm hired by a school to increase the number of qualified students who apply and enroll. The category spans several service models, and matching the model to your admissions constraint is the first decision.
The four common models are paid acquisition teams, brand and enrollment consultancies, organic acquisition specialists, and software-led enrollment partners. Firms can span several models. Scalenroll focuses on organic acquisition and conversion.
Use the criteria below to choose a model, then compare six named providers. The fit notes are our inference from each firm’s published services, not independent performance scores.
How To Choose
Three questions that decide which model fits
Answer these before you take a single sales call.
How fast do you need students?
If a cohort starts in eight weeks, a paid campaign or an admissions fix may be the first lever to test. Organic search typically needs a longer runway. Ask every agency how its plan maps to your start date.
Who owns the result when the contract ends?
Clarify ownership of ad accounts, website pages, analytics, creative assets, and CRM data. Paid traffic requires ongoing spend; owned pages remain available after an engagement, although rankings and traffic are never guaranteed.
Is your problem visibility, conversion, or the offer itself?
A school with strong traffic and weak conversion does not need a media buyer. A school whose program genuinely does not lead to employment does not need an agency at all. Diagnose before you procure, or read how we map the funnel first.
Compare the right outcome
Ask each agency to define an inquiry, a qualified inquiry, an application, and a started student. Request reporting that joins marketing source to those later stages.
Then ask who owns the ad accounts, website content, audience data, and reporting access when the contract ends. These questions reveal more than a self-awarded “best agency” badge.
The Landscape
Four agency models, and when each may fit
Media buyers and performance agencies
Paid search and paid social, measured on cost per lead. Potential fit when a start date is close and you can sustain spend. Judge the work on qualified applicants and started students, not cost per lead alone.
Brand and enrollment consultancies
Positioning, market research, institutional brand and enrollment strategy. Right for larger institutions with in-house execution teams. Usually wrong for an independent school with no marketing headcount, because the deliverable is a strategy nobody has capacity to run.
Organic acquisition specialists
Search visibility, content, conversion assets and the systems to sustain them. Potential fit when your school can invest across several intakes in program pages, search visibility, and conversion. This is Scalenroll’s focus. It is a poor primary answer to an intake deadline weeks away.
Software vendors with a services arm
CRM and student information system vendors who also sell marketing services. Right if your core problem is genuinely operational rather than demand. See admissions CRM for trade schools.

Be Honest With Yourself
When Scalenroll is the wrong choice
| If this is you | What to do instead |
|---|---|
| You need to fill a cohort in the next two months | Test a faster channel or repair admissions follow-up first. An organic program alone is unlikely to fill an intake that close. |
| You enroll fewer than 50 students a year | Our ongoing engagement is designed for larger intake volume. Ask for a scoped project or build the fundamentals in-house first. |
| You want someone to run your ad accounts and nothing else | A performance agency is a better fit for an ads-only brief. |
| Your programs do not lead to employment outcomes you can evidence | No marketing fixes this, and marketing it harder creates a compliance risk, not enrollment. |
Questions
Fair questions about a page like this
Why should we trust an agency’s own comparison page?
You should not trust it on our say-so. Treat the disqualifying list above as the test: bring us one of those four situations on a call and see whether we apply it. That is a claim you can check in thirty minutes.
How were the agencies selected?
We included providers whose own sites explicitly describe work for trade, career, adult, or broader college enrollment. This is a practical shortlist, not a comprehensive market census. Service details can change, so confirm scope and terms with each firm. We disclose our interest because Scalenroll is one of the options.
What does an engagement cost?
It depends on program count, market and starting position, which is why we do not publish a number we would have to walk back. The audit call is free and produces a real answer, whether or not you work with us.
What if we already have an agency?
Then the useful question is whether the model matches your problem. If you are paying for organic work and being reported on in impressions, or paying for a strategy nobody is executing, that is worth examining before you renew.
