Declining Enrollment: What To Fix First
When the numbers are down, the instinct is to do everything at once. That is the most expensive response available. Here is the order that actually recovers the most students per dollar.

Declining enrollment is a fall in the number of students starting programs across consecutive intakes. It has four possible causes and they demand completely different responses: fewer people looking, the same people not finding you, people finding you and not converting, or people converting and not starting.
The reason this matters more than any single tactic: the four causes look identical on the dashboard. Enrollment is down. The response that fixes one of them wastes a cycle on the other three, and a cycle is exactly what a school in decline cannot spare.
What follows is the order we work through it, fastest and cheapest first.
Diagnose

You can separate these with data you already have.
Demand contraction
Fewer people are searching for your programs at all. Check search volume trends for your program terms across the last two years. If demand is genuinely down, the answer is program mix, not marketing.
Visibility loss
Demand is stable but you appear in fewer results. Enquiries fall gradually and evenly across sources. This is a search visibility problem, and it is the slowest to reverse, which is why it is worth catching early.
Conversion loss
Traffic is stable, enquiries or applications are down. Something changed on the site, in the form, or in follow-up speed. This is the fastest and cheapest category to fix, and it is where we start.
Melt between acceptance and start
Applications hold up, starts do not. Almost always funding or timing rather than interest, which means it is an operational fix rather than a marketing one.
You Are Not Alone In Searching This
Steady volume, month after month, with no seasonal spike. This is not a temporary condition that a good intake will resolve on its own.
At the same time, the labour market demand for skilled trades is growing: electricians +9%, HVAC technicians +8% and solar installers +48% through 2033, against +4% for all US jobs, according to the Bureau of Labor Statistics.
Those two facts together are the important part. Where enrollment is falling while demand for the career is rising, the problem is a visibility and conversion problem, not a market problem. That is a much better position to be in, because it is fixable.
Order Of Operations
What to do first, second and third
Fix conversion before touching acquisition
Capture points, form length, follow-up speed. These act on traffic you already have, cost almost nothing, and produce measurable movement inside a month. Nothing else has that profile.
Recover the enquiries already in the system
Most schools in decline have a substantial list of past enquiries who never enrolled and were never systematically re-contacted. Working that list properly usually beats a month of new acquisition spend.
Stabilise paid while organic is built
If you need students this cycle, paid is the only channel that moves fast enough. Use it deliberately as a bridge with a defined end state, not as a permanent dependency.
Rebuild the owned channel
Organic search and content are what stop this recurring. They will not save the current cycle, and skipping them is what guarantees the same conversation next year.

Not through organic acquisition, and we will say that on the call rather than sell you something that cannot arrive in time. What can move inside six weeks is conversion and re-contacting past enquiries. Both are worth doing regardless.
How do we know it is not just the market?
Compare your program search volume trend against your enquiry trend. If searches are flat and enquiries are down, it is you, not the market. That is good news, because it is inside your control.
Should we discount tuition?
Rarely first. Discounting treats a demand problem you may not have, and it is very hard to reverse once prospects expect it. Establish which of the four causes you are facing before touching price.
What if several causes are happening at once?
